Part of the Change UK objectives specified in the memo were 'No mergers, pacts or alliances.' On 26 April, Cable said that Change UK had thrown away opportunities at the 2019 European Parliament election had they pooled their strength, but that the Lib Dems and Change UK had agreed a 'non-aggression pact' to discourage 'friendly fire'.
